The activity as seen on FreeDC (http://stats.free-dc.org/stats.php?page=proj&proj=lhcc) of LHC Dev@Home is pretty low to non-existent.
This is in contrast with the activity as seen on BOINCStats (https://boincstats.com/en/stats/162/project/detail/lastDays).

It looks like LHC Dev@Home at some point changed its URL from http://boincai05.cern.ch/CMS-dev/ to https://lhcathomedev.cern.ch/lhcathome-dev/

Nope, it is the development version for the main project. It has almost all the same subprojects too (CMS, LHCb, Theory, ATLAS, ALICE, Sixtrack and Benchmark).

And a distinctly other URL: https://lhcathomedev.cern.ch/lhcathome-dev/

The main project is https://lhcathome.cern.ch/lhcathome/
