Background Process or Application?

I'm looking in the system icon of the control panel and in the performance options of the advanced section it allows you to optimize performance for 'Background Services' or 'Applications'. I'm wondering if the DHEP process is an application or a background service. I'm also wondering if it even matters. The java process takes 99 percent of CPU most the time and it doesn't seem to matter which one you select. Does anyone have a preference or knowledge which one processes this app more efficiently?
