I don't have that option. The FAQ states "You can set and change your signature, avatar and profile picture in the User Control Panel (providing the administrator has made these options available)." Are they available to everyone?

Should be, but might be that you needed to reach 10 posts first. You've now been elevated to a new usergroup. See if it shows up now ? Might need to logout and log back in again.
