So it could be a dead server, RTBH, some other sort of blackhole, or a myriad of other things. Not much more to add really, other than DNS is working fine, and issuing responses with a TTL of 60 seconds....

Can you provide more info please?
can you resolve sb.pns.net?
can you traceroute to it?
can you connect to sb.pns.net 1717?
what error does the client give?
are you behind a firewall or router that's blocking port 1717?
