Dropped test

Does anybody know if a test is dropped by a user, does it go directly to the top of the dropped test queue if it is the lowest dropped test. Or the FIFO rule applies.

Seems like the dropped test queue went back down to around 1126T from 1148T range today.

It's back up to 11.4M so... AFAIK the test simply gets placed into the que and the lowest test is always assigned first.
