yeah, looks almost like an ice storm to me (been through a couple of those).

I didn't think it got that cold even in the south of brazil. Is it at altitude ?

It's the coolest city in Brazil. It is at 1360 m above sea level.
People always think that Brazil is a hot country and forgetting it's Europe's size with different climates. I can tell that in Rio de Janeiro is often cool at night due to the Argentina cool front, they joke about it because they say it's the worst thing coming from Argentina!

Yes, like em99010pepe said, it's 1360 m (4462 ft) above sea level. And it's also relatively far from the sea.
