LOL
yeah, we noticed that today too and it's logged in our dev forum, so hopefully it'll get corrected soon. I've got a 3 hour drive to make right now, so it'll not be me tonight :)
I'm suspecting something screwy due to the DST we did early here in the US maybe.
Which timezone are you in? (I can't make it fail personally with my settings, so it's only a few timezones...)

I put in a partial fix last night on the dev site, we think we've found the root cause. pear Date.php is not the easiest or robust piece of software to work with :) I put in the latest version last night which fixed one of the bugs...

Yes and I will be very, very freaking carefully going through the code to see where the snafu is happening and more importantly WHY!
I thought I'd fixed this, maybe not.
It works by taking the current server time and working out the Difference between the users TimeZone and the Server TimeZone now this should work flawlessly or it did until I think the "DST" kicked in early maybe will look see where is snafu'd, should be a simple fix as I have code in to make it any TZ I like..
As "Tinman" would say "Combat initiating, music ON"
