This can have a profound impact on the science i personally can not see those scientist being guilty since it never is clear what is or will be a killer quake.
A small 5.0 can do sometimes more damage then a 7.5 quake, a good example is to watch VANAUTU and CHILE those have frequent big hits with hardly any significant damage.
Ofcourse these people build with strong quakes in mind but in the regio italy, greece and turkey have a hstory of quakes also and that they make big damage is common in that region as well.
