I couldn't believe this. People are actually considering the requirement of a license
to use the net or own a computer.

Right idea, wrong execution. The issues of enforcement and penalties alone will kill the concept, not to mention a whole stack of personal liberties which could be called into question.
What might be more workable is adding a set of "responsible computing " classes to the school curriculum. Some basicsin late elementary school, followed up by more in-depth studies at the junior-high/high school level. Make it a requirement for graduation, like all the other fundamentals courses.
