typically the results of a random sampling like this have a certain amount of statistical error. the smaller the number of items you look at, the more your error is. this is why, for example, when they do opinion polls that say kerry is leading bush by 51/49 or vice versa, they just call it a tie, because the difference is less than the error of the tests. the error depends on a lot of factors (http://www.ropercenter.uconn.edu/pom/polling101.html#error), and they dont say in this case what the error is, only that it's based on 86,436 births, which is a lot more than most public opinion polls (~1000). they do say that "Although this might seem like a small difference, it is actually statistically highly significant when considered across a whole population."
but dont say what their error is.
