Set your BOINC General Preferences "Connect to network every x days" setting to whatever you want to cache - up to 10 days.

I would like to have a second install that I could take to another offline box to run LHC too.

I don't recall anyone has been able to successfully sneakernet BOINC projects.

The SETI-BOINC message boards have the most BOINC info, and they have a faq ( or wiki now, I guess) that Paul Buck maintains that might have something about it.
