Consequences of order of Importance
It seems rather obvious that the dhep client and server prefer Task then offline then online then parsimony. Now my question is what are the reasons behind making it in this order. Wouldn't forcing online BIST to be fitted before offline be better since it seems that offline BIST is more simple than online. Is there a logical reason for this progression or what?

Aha.. you haven't read the paper yet then!
Its basically a way of guiding evolution. I believe it helps in avoiding local optima. Also, having better offline but worse online is more desirable than worse offline and better online. The latter is specializing too much on particular cases where as the former is more inclined towards overall detection..
