With the standard ATI Catalyst install, GPU-Z is reporting that there is no OpenCL support. Do I need to install the ATI Stream SDK as well to run any OpenCL programs?

Yes you should just need to change the 050 to 100. If you click on the Calculate button in the Points caculator after you make the change, it should show the correct 100 value.
