What about this...?

It's not exactly what you were thinking, but does the job all the same, and is really probably better than trying to use the Active Desktop junk.
Hi programmers
Here's the thing,
Every time I update my video driver, my desktop icons get thrown all over the place, so...
...I'm hoping someone will throw together a quick package/(virtual desktop) that is:
- A webpage, that I'll keep on my computer, on which icons(shortcuts) can be moved around. If it can hold program files(or automatically create shortcuts to all files in a specific folder) all the better.
Then I'll use that as an active desktop.
Each time I redo my video driver, I just reopen the active desktop, and voila!
- all my icons, exactly where I left them.
Thanks...hopefully (***hoping***and so more hoping***)
