Does this mean that the project will soon be over or is in the last phases ?

It means only what it says. All personal user data will be destroyed after the project ends. If the project goes beyond June of this year (which is highly likely) the the destruction date will be 6 months after the end. Otherwise it will be Dec 31, 2003.
