I just tried it. Once I got by the certificate error and the security warning, all it said was unable to connect to server. It seems to me that it needs a little more than just a click to chat.

ITMT, you can use an IRC client to connect to irc://irc.dp.cx/free-dc, which is working.

I suspect that the digital certificate of the chat app expired at the end of 2011.
There's no problem connecting to dp's irc server with other irc client apps.
