"report denied" server response removed

For awhile now, the server has given a "report denied" error if a proth test is submitted complete twice by the same user. This is not a common occurance, but when it happened, it would cause error reports that blocked further progress on new tests from continuing. Therefore, since it is not a huge problem to have people accidentally report a test complete a second time, the server will now accept the message and just assign a new test. Although a second completetion message will appear to be accepted normally, it actually will drop whatever you send and the original completetion message is the one saved.

This only pertains to multiple completion messages by the same user for the same test. Multiple completion messages by different users will still all be saved reguardless of order and expiration status.

Hope this fixes the problem for those of you who had it.
