I believe that second link you posted is outdated. There have been requests on the Riesel Sieve forums to have it updated.

I think this has been talked about quite a bit in the past. I'm not sure how much was public or in the forums.
The semi-conclusion at that time was Riesel was and is using a 1-20M dat, psp and SoB a 1-50M dat. By the time riesel makes it to ~18M the number of k's they would have will be significantly less than current.
What this basically means is that combining with any project that is sieveing to 50M is not a good idea for them or us.
PSP on the other hand is a good match, SoB currently has less k's by about 50% but both projects will continue prp beyond 20M in the short term (compared to riesel).
